Prime Minister Narendra Modi has called for a global framework to tackle cyber fraud, deepfakes and other technology-related threats, stressing the need of countries and industries to cooperate to protect citizens.

Speaking at the inauguration of the 10th edition of the India Mobile Congress (IMC) 2026 at Yashobhoomi in New Delhi, Modi said cybercrime has crossed countries’ borders and, therefore, requires international cooperation.

He urged governments, technology companies, telecom operators and financial institutions to become part of a common mechanism aimed at preventing digital fraud and strengthening cybersecurity.

 

Focus on deepfakes and AI threats

One of the main concerns raised by the Prime Minister, however, was the use of artificial intelligence in the creation of convincing fake videos, images and audio.

Deepfakes, as they are known, are increasingly used to impersonate people and spread misinformation, making it challenging for users to distinguish real content from manipulated material. Modi said India has gained experience in dealing with such challenges and is willing to share its approach with other countries.

He also called on the GSMA and telecom operators worldwide to work towards mechanisms that can prevent fraudulent calls, messages and other threats from reaching users.

 

Digital growth must come with trust

Modi said the expansion of India’s digital ecosystem must be accompanied by stronger security and public confidence.

As mobile phones increasingly serve as a gateway to banking, education, healthcare and government services, he stressed that citizens should be able to trust calls and messages they receive, digital payments they make and the way their personal data is handled.

He also pointed out the growing reach of internet connectivity in villages and smaller cities, saying greater digital access must be matched by adequate safeguards.

 

Cooperation key to a secure digital future

The Prime Minister’s remarks come as rapid advances in generative AI create new challenges for governments, businesses and consumers.

At IMC 2026, the focus, therefore, was not only on expanding connectivity and technological innovation, but also on creating a secure and trusted digital environment. Modi’s call for international cooperation underlined the need for coordinated action as cyber threats increasingly operate across borders.
