Recently, Union Minister Chirag Paswan has teamed up with Congress leader Rahul Gandhi to criticize a recent move by the government to hire high-level officials through lateral entry into the Union Public Service Commission (UPSC). Paswan, who is the leader of the Lok Janshakti Party (Ram Vilas), is the first ally of the NDA (National Democratic Alliance) to speak out against this new recruitment method.
What Is Lateral Entry In UPSC?
The controversy began earlier this month when the UPSC advertised 45 positions for joint secretaries and directors/deputy secretaries through lateral entry. This process allows individuals from outside the usual government channels to be hired on a contract basis. Critics argue that this move could bypass the reservation system that ensures job opportunities for disadvantaged communities, such as Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and Economically Weaker Sections (EWS).
Paswan Voices His Disapproval
Paswan voiced his concerns, stating that the reservation provisions should be upheld in all government appointments. He stressed that these provisions are crucial for ensuring fair representation and opportunity for marginalized groups. Chirag Paswan stated, “There are no ifs and buts in this”. Paswan claimed that no reservation exists in the private sector and if it is not implemented in government positions as well, it is a matter of concern. He plans to raise this issue with the central government, indicating that his party does not support the lateral entry method.
Congress Criticises BJP
Congress has been vocal about its opposition to this new hiring practice, accusing the BJP of using it to sideline disadvantaged communities and favoring their own supporters. Congress leader Mallikarjun Kharge has alleged that the BJP's move is a tactic to deny jobs to Dalits, tribals, and backward classes, and to give these positions to members of the Rashtriya Swayamsevak Sangh (RSS), the BJP's ideological partner.
Ashwini Vaishnaw Accuses Congress Of Hypocrisy
In response, Information and Broadcasting Minister Ashwini Vaishnaw accused the Congress of hypocrisy, pointing out that the concept of lateral entry was introduced during the UPA government, which Congress led. Chirag Paswan’s stance adds another layer to the debate, as he highlights his party’s disagreement with the lateral entry policy. He emphasized that his party, being part of the government, has the responsibility to address such issues and ensure that reservation policies are not undermined.
