Chandigarh Market Update

In a landmark decision, Chandigarh administration has decided to keep all shops open 24 hours, a move eagerly awaited by local traders. However, this rule won’t apply to liquor shops, bars, clubs, or pubs.

New Rules for Shop Owners

Shop owners must register themselves on the Department of Excise and Taxation’s website before benefiting from this order. The administration has also issued strict safety guidelines to be followed for opening shops round the clock.

Vinay Pratap Singh Advice

Vinay Pratap Singh, serving as both Secretary and Labour Commissioner, has encouraged all shopkeepers and traders to enroll with the labour department using the online portal lab.chd.gov.in, under the Punjab Shops and Commercial Establishments Act, 1958. He emphasized that registration certificates are issued upon payment ranging from Rs 1000 to Rs 5000, depending on the certificate category.

Safety Measures for 24×7 Shops

Employees should not work for more than 9 hours straight and must have at least a half-hour break every five hours. They can work up to 48 hours a week. If the shop remains open after 10 pm, the owner must ensure adequate security measures for all employees and customers.

Women Employees’ Safety

Women employees working after 8 pm must be given written consent. Separate lockers, security, and restrooms should be arranged for them. Owners are responsible for safely escorting women employees to their homes after work.

CCTV Installation

It is mandatory to install CCTV cameras inside the shop premises. Recordings must be kept for at least 15 days. Employees are entitled to weekly leave, in addition to all government holidays and festivals. Overtime must be paid to any employee working beyond regular hours.

Authority of Labour Department Officials

The officials from the labour department have the authority to check and confirm compliance with the terms and conditions. Anyone from the public or government can report concerns to the department via email ([email protected]) or phone (0172-2679000). Following this, the local labour inspector will conduct an investigation and implement necessary measures.
