In a significant operation, the Kulgam Police in Jammu and Kashmir successfully dismantled a terror recruitment module, leading to the arrest of three individuals. Among them was Dr. Rubani Bashir, who operated under the code name “Dr. Sabeel” and was involved in motivating, funding, and providing logistical support to young individuals in District Kulgam and adjacent areas, encouraging them to join terrorist organizations.
Modus Operandi of Dr. Sabeel: Motivating and Funding Youngsters for Terrorism
The police launched the operation based on specific intelligence, which led them to Dr. Rubani Bashir, a PhD scholar at the Central University of Kashmir. During interrogation, he revealed his alias “Dr. Sabeel” and disclosed his affiliation with the student wing of Jamat-e-Islami, known as Islamic Jamat-ul-Tulbha.
Dr. Sabeel’s modus operandi involved clandestinely working for Hizbul Mujahideen and Jaish-e-Mohammed, where he would identify susceptible youngsters, provide them with motivation, financial assistance, and prepare them for recruitment into terror outfits. The investigation revealed that he had successfully recruited two individuals into the ranks of the terrorist groups.
Two Terrorists Apprehended, Weapons and Ammunition Seized in Operation
As a result of the operation, two terrorists named Fazil Ahmed Parrey and Tariq Ahmed Naikoo were arrested, and various weapons and ammunition were seized. These include a Chinese pistol, an AK-47 magazine, and rounds of ammunition. Additionally, a car used for transporting the terrorists was also confiscated.

The Kulgam Police have filed an FIR in the case, and further investigations are ongoing to uncover any additional links and potential threats posed by the terror recruitment network.
