The Ministry of Home Affairs orders mock drills on May 7

New Delhi (India) May 6: This order was issued in a period of rising tensions with India, just hours after Pakistan carried out its second missile launching test in two days as part of "Exercise INDUS." The successful test launch "made it clear that Pakistan's defence is in strong hands," according to Prime Minister Shehbaz Sharif.

In the current geo-political scenario, new and complex threats/challenges have emerged, hence, it would be prudent that optimum civil defence preparedness in the states/UTs is maintained at all times," the letter from the Directorate General Fire Service, Civil Defence and Home Guards said.

Indian officials are planning a mock drill to determine civilian preparedness. Officials made it clear that the exercise is a part of larger civil defence initiatives rather than a signal of a coming conflict. The MHA announced this exercise on May 2 and it is in accordance with the Civil Defence Rules of 1968.

The purpose of a civil defence mock drill is to test the readiness of government and civilian systems in the event of a conflict, missile attack, or aerial assault. Air raid sirens sound, city lights are switched off, citizens practice sheltering techniques, and emergency personnel work in real time as the exercises reflect real-life situations. By raising knowledge and preparedness, these exercises seek to prevent confusion, lessen fear, and save lives.

You may face temporary blackouts, mobile device suspensions, or traffic jams throughout the exercise. Authorities may also make public statements or practise evacuations. In certain places, paramilitary and police forces could act as though there is a war.

People are encouraged by the government to view this as a readiness exercise. It's not a panic attack. The exercise helps the public and the government better understand their roles. It is expected that officials will review the results and, if necessary, make adjustments. In cooperation with state and local officials, the exercises will be conducted on May 7 throughout officially notified Civil Defence areas. Civil Defence wardens, Home Guards, National Cadet Corps (NCC), National Service Scheme (NSS) volunteers, and members of the Nehru Yuva Kendra Sangathan (NYKS) will be among the participants.

The Ministry of Home Affairs has asked every participating district and state to involve a wide range of volunteers which includes:

District Authorities for coordination

Home Guards and Civil Defence Wardens for ground operations

NCC, NSS, NYKS volunteers, and students for awareness and support roles

Following the exercise, a "Action Taken Report" explaining the incident, any gaps in response, and suggestions must be submitted by each state and union territory.
