Mumbai (Maharashtra) [India] March 27: The European Union encouraged people throughout the continent on Wednesday to stockpile food, water, and other necessities for at least 72 hours, as war, cyberattacks, climate change, and disease raise the likelihood of a disaster. The call to action for the EU's 450 million members comes as the 27-nation union reconsiders its security position, particularly after the Trump administration cautioned that Europe must take greater responsibility for it.

NATO Secretary-General Mark Rutte has warned that Russia may be capable of launching another strike in Europe by 2030. In recent years, the EU endured COVID-19 and Russia's threats, including its plans to weaken support for Ukraine by exploiting Europe's reliance on Russian natural gas. 

"Today's threats to Europe are more complex than ever, and they are all interconnected," said Preparedness and Crisis Management Commissioner Hadja Lahbib, while explaining a new strategy for dealing with potential disasters. While the panel wishes not to be perceived as alarmist, Lahbib stated that it is critical "to ensure people have essential supplies for at least 72 hours in a crisis."  She mentioned food, water, flashlights, identification papers, medicine, and shortwave radios as items to stock.

According to Lahbib, the EU should establish a "strategic reserve" and stockpile additional key resources such as firefighting planes, medical, energy, and transportation equipment, and specialised assets against chemical, biological, radiological, and nuclear threats. The EU plans are similar to those of France, Finland, and Sweden.  Sweden updated its Cold War-era civil emergency advice "to better reflect today's security policy reality" last year, including what to do in the event of a nuclear strike. 

 "New realities require a new level of preparedness in Europe," said European Commission President Ursula von der Leyen in a statement.  "Our citizens, our Member States, and our businesses need the right tools to act both to prevent crises and to react swiftly when a disaster hits." 

Not all EU countries are equally prepared for crises, and the commission wants to encourage them to work together more effectively in the event of an emergency.  "We can no longer rely on ad hoc reactions," Lahbib stated.
