CEC Gyanesh Kumar launches Phase II of Special Summary Revision across 12 states to update voter rolls

Chief Election Commissioner Gyanesh Kumar said the second phase of Special Summary Revision to update electoral rolls in 12 states and Union Territories has been initiated. The move comes after the successful completion of phase one in Bihar.

New Delhi (India) October 27: The second phase of the Special Intensive Revision (SIR) will be held by the Election Commission in 12 states and Union Territories (UTs), Chief Election Commissioner (CEC) Gyanesh Kumar on Monday said.

Kumar said, “Today we are here regarding the rollout of the second phase of the Special Intensive Revision. I extend my greetings to the voters of Bihar and bow before the 7.5 crore voters who took part in a successful SIR. The Commission also met election officials from all 36 states and discussed the process in detail.”

Key election states included

The drill is being conducted in the Andaman and Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.

They included Tamil Nadu, Puducherry, Kerala and West Bengal, where elections are due in 2026. Kumar said such announcements for Assam will be made separately.

He said, “In the 12 States going for the Special Intensive Revision (SIR), there are around 51 crore voters. A total of 5.33 lakh BLOs will be working on it, along with over 7 lakh BLAs appointed by political parties. Printing and training will begin from tomorrow till November 3, followed by house-to-house enumeration from November 4 to December 4. The draft electoral rolls will be published on December 8, 2025, with claims and objections accepted from December 9, 2025, to January 8, 2026. Hearings for those served notices will continue till January 31, and the final electoral rolls will be published on February 7.” 

Assam’s revision to follow later

The electoral roll revision in Assam will be notified separately. In the state where a separate citizenship verification programme is being carried out as per an order of the Supreme Court, this Special Intensive Revision will be taken up later.

All the states where the SIR is being implemented, the lists of voters “will be frozen at 12 am tonight,” Kumar said. He said the SIR was to make sure that no eligible elector is missed out and at the same time no ineligible gets enrolled.

Extensive field mobilisation planned

Training of polling officials for the SIR Phase II will commence by Tuesday to ready field teams for door-to-door verification work, Kumar said.

In the SIR process one BLO has been entrusted with the job of about 1,000 voters. An ERO (Electoral Registration Officer, usually a SDM-rank official), supported by AEROs (Assistant Electoral Registration Officers) is responsible for each assembly constituency.

Meetings with Political Parties

He also instructed Chief Electoral Officers and District Electoral Officers of all voting states to convene meetings with political parties and educate them about the SIR process “by day after tomorrow” for complete transparency.

The new Enumeration Forms will be completed based on existing information such as those from former SIR exercises for ease of verification. These would be used to streamline the process and minimise potential errors, the CEC added.
